CYBER MEDIA REPORTING GUIDELINES

Cyber media has unique characteristics, requiring specific guidelines to ensure its management is conducted professionally, fulfilling its functions, rights, and obligations in accordance with Law No. 40 of 1999 on the Press and the Journalistic Code of Ethics. Therefore, the Press Council, together with press organizations, cyber media managers, and the public, has established the following Cyber Media Reporting Guidelines:

1. Scope

  1. Cyber Media refers to any form of media that uses the internet as its platform, conducts journalistic activities, and meets the requirements of the Press Law and the Press Company Standards set by the Press Council.
  2. User Generated Content (UGC) includes all content created and/or published by cyber media users, such as articles, images, comments, audio, videos, and various forms of uploads integrated into cyber media platforms, such as blogs, forums, reader or viewer comments, and other formats.

2. Verification and News Balance

  1. In principle, every news item must undergo verification.
  2. News that may harm another party requires verification within the same news item to ensure accuracy and balance.
  3. After publishing news as per point (b), the media must continue verification efforts, and once verification is obtained, the results must the results must be included in an updated news item with a link to the unverified news.

3. User Generated Content

  1. Cyber media must clearly and explicitly state the terms and conditions for User Generated Content, which must not contradict Law No. 40 of 1999 on the Press or the Journalistic Code of Ethics.

4. Corrections, Clarifications, and Right of Reply

  1. Corrections, clarifications, and the right of reply shall refer to the Press Law, the Journalistic Code of Ethics, and the Right of Reply Guidelines established by the Press Council.
  2. Corrections, clarifications, and/or rights of reply must be linked to the news being corrected, clarified, or given the right of reply.
  3. Every correction, clarification, and right of reply must include the publication date of the correction, clarification, or right of reply.
  4. If a specific cyber media’s news is republished by another cyber media:
    The responsibility of the original cyber media is limited to the news published on its platform or other cyber media under its technical authority. Corrections made by one cyber media must also be made by other cyber media that republish the corrected news. Media that republish news from another cyber media and fail to correct it in accordance with the corrections made by the original media are fully responsible for all legal consequences of the uncorrected news.
  5. In accordance with the Press Law, cyber media that fail to provide the right of reply may face criminal sanctions with a fine of up to IDR 500,000,000 (five hundred million rupiah).

5. News Retraction

  1. Published news cannot be retracted due to external editorial censorship, except in cases related to issues of ethnicity, religion, race, and intergroup relations (SARA), decency, the future of a child, traumatic experiences of victims, or other special considerations determined by the Press Council.
  2. Other cyber media must comply with the retraction of quoted news from the original media that has been retracted.
  3. News remakes must be accompanied by the reason for retraction and announced to the public.

6. Advertising

  1. Cyber media must clearly distinguish between news products and advertisements.
  2. Any news/article/content that constitutes an advertisement or paid content must be clearly labeled with terms such as “advertorial,” “advertisement,” “ads,” “sponsored,” or other terms indicating that the news/article/content is an advertisement.

7. Copyright

Cyber media must respect copyright as regulated by applicable laws.

8. Inclusion of Guidelines

Cyber media must include these guidelines in a clear and accessible manner.

9. Disputes

The final resolution of disputes regarding the implementation of these Cyber Media Reporting Guidelines shall be handled by the Press Council.
